The Doctor just can't keep away from New Earth, and he's got a new companion to impress, so he and Martha are soon off on a quick jaunt to New New York.
Their trip doesn't turn out quite how the Doctor imagined though as the inhabitants of the city are preoccupied with regulating their own emotions, clogging motorways, and making good their escape. So what lies at the heart of this desperate and spectacular city?
